The man overboard was with other dance members of the entertainment staff and was backing up to take a picture,with his back to the railing,not realizing how close he was to the railing he backed into it, and toppled overboard,the decks with access to the railings should have been closed, the seas were rough,and the wind was incredibly strong. there are outside decks with steel walls with windows, that's all that should have been open.
